01 · Who We Are

Our Purpose & Platform

Our Identity

Anga Infrastructure Group is a specialised investment platform dedicated to accelerating South Africa's municipal utility transition. The name Anga, Swahili for sky, reflects our ambition: limitless potential in how municipalities deliver essential services.

What We Do

We identify, invest in and manage infrastructure projects and companies across the full municipal utility value chain: electricity generation and storage, energy trading and optimisation, turnkey utility management, and broader municipal services.

How We Operate

Anga operates as a catalytic platform, channelling institutional-grade capital into bankable, revenue-generating infrastructure assets through ring-fenced structures with robust governance and co-investment.

Core Pillars

Four operating principles that shape every transaction.

Infrastructure Focus

Projects embedded in the municipal utility value chain, with long-term contracted revenue profiles.

Returns-Oriented

Disciplined investment approach targeting attractive risk-adjusted returns, underpinned by structural market drivers.

De-Risked by Design

Capital deployed through ring-fenced structures with robust governance, security packages and institutional co-investment.

Impact-Driven

Every investment improves municipal service delivery, supports the energy transition and advances ESG goals.

02 · What We Invest In

Four Pillars of the Value Chain

Anga's mandate spans the full municipal utility stack. Each pillar is a discrete investment thesis with its own bankability, technology partners and procurement pathway.

01

Electricity Generation & Storage

Solar PV · BESS · Hybrid

Utility-scale generation and battery storage assets supplying power to municipalities. Reduces dependence on the national grid, lowers cost of supply and captures time-of-use value.

Electricity Trading & Optimisation

Arbitrage · PPAs · Wheeling

Platforms and businesses optimising the flow of energy within and across municipal networks, including PPA structuring, wheeling and demand-side management.

03 · How We Create Value

Our Approach to Investing in Municipal Infrastructure

A repeatable five-stage process designed to compress development timelines while keeping every transaction bankable, governed and accountable.

1

Identify

Source projects at the intersection of municipal need, regulatory enablement and investment readiness, prioritising assets with contracted revenue.

2

Structure

Package transactions to attract institutional co-investors and DFIs. Build security, governance covenants and leverage that make projects lendable.

3

Deploy

Execute alongside technical partners and Owner's Engineers, on time and on budget, then optimise operations to maximise revenue.

4

Scale

Replicate proven models across other municipalities, compressing timelines and leveraging track record into the next deal.

5

Protect & Deliver

Actively manage tariff, operational and financing risk across the lifecycle to protect investor capital and deliver underwritten returns.

04 · Why Anga

Our Differentiators

Six structural advantages that compound the longer we operate, and the more municipalities we serve.

Purpose-Built Platform

Not a general infrastructure fund. Origination, structuring, oversight and governance are all built for the municipal utility context.

First-Mover Positioning

Early-mover advantage in a market that is beginning to open. Track record of executed projects and live bids puts us ahead of the curve.

Replicable Model

Designed from the ground up to be replicated. Proven in one municipality, scaled rapidly to the next, leveraging institutional relationships.

Institutional Rigour

Same financial, legal and technical standards demanded by DFIs and commercial banks: bankable, transparent and built to attract co-investment.

ESG & Impact at the Core

Reduces emissions, improves energy access, lowers the cost of essential services and supports the Just Energy Transition agenda.

Deep Sector Expertise

Infrastructure investment, energy engineering, municipal finance and regulatory affairs: the disciplines required to close complex deals.

The Executive Behind Anga Infrastructure Group

Public Sector & Treasury Foundations

Neo began his career at Deloitte before becoming the first CA to qualify through National Treasury's training programme. At Treasury's Asset & Liability Management Division, he provided strategic and financial oversight of major SOEs, including Eskom, covering corporate plans, capital projects, funding proposals and guarantee applications. His Treasury training gave him direct exposure to municipalities and to South Africa's REIPPPP renewable procurement landscape.

12 Years of Private Market Execution

From 2011 to 2023, Neo held director and principal roles across boutique advisory and investment businesses, executing transactions across energy, transport, mining, healthcare, real estate and telecoms. This breadth of M&A, capital raising and investment evaluation forms the analytical backbone of Anga's approach.

Founding Anga: Municipal Energy Leadership

In 2023 Neo founded Anga Infrastructure Group as a dedicated municipal energy investment platform under the MIPPP. He leads investment origination, transaction structuring, investor engagement and capital formation, bridging municipal procurement, Treasury requirements and bankable SPV structures that attract DFI and commercial bank co-investment.

Let's Build the Municipal Utility of the Future.

Anga partners with municipalities, development finance institutions, technical specialists and strategic co-investors to structure transactions that deliver measurable impact and strong risk-adjusted returns.
